Hansen grew up downstate following her family’s move from Maryland’s Eastern Shore to be closer to her father’s job at the Seaford DuPont Plant in the early 1960’s. She graduated from Seaford Senior High School before earning a bachelor’s degree in geology from the University of Delaware, a master’s degree in earth science from the University of New Orleans, and her law degree from Widener Law School in Wilmington. She began her professional career as an environmental scientist, and later a hydrologist, at DNREC while also raising her family. Being the lowest-lying State in the country, we feel the effects of climate change in many ways including increased flooding and drainage problems, hotter and longer summers, more extreme weather events, and the decline of our native species which support our food chain. Since January of 2021 when Sen. Hansen became the Chair of the Environment and Energy Committee in the Senate, she has led a number of large Energy & Climate forums with 200+ participants in order to discuss and develop legislation that will move Delaware toward higher renewable energy goals. Already, the breakdown products of plastics are found in every corner of the world and within our own bodies. This is a multi-dimensional issue with room for action on many fronts. This alarming trend is a result of habitat loss, habitat fragmentation, climate change, and invasive species. In 2017, Senator Hansen sponsored legislation which created the Statewide Ecological Extinction Task Force to study and make recommendations to stop and reverse this decline. In order to implement the recommendations, she later sponsored legislation to create the Delaware Native Species Commission which exists today to implement the many recommendations of the task force. I was proud to be the prime sponsor of Senate Bill 7 (S) and Senate Bill 170 in the 152nd General Assembly. Senate Bill 7 expands and strengthens the ability of the State Energy Office to serve as the lead agency on a variety of climate and energy issues, while Senate Bill 170 directs DNREC to prepare recommendations for offshore wind energy procurement. It was an honor to stand beside my legislative colleagues and advocates as we celebrated the progress we have made and reaffirm our dedication to do more to protect the safety and welfare of our neighbors. Every year, we lose hundreds of people as a result of addiction, whether by opiates, alcohol, or other addictive substances. This is truly a battle and like so many in our community, this issue is personal to me. I have shepherded a number of people through the treatment process, visiting many facilities that have some role to play in the addiction treatment continuum and reviewing their practices, looking for the strengths and weaknesses in our system. Along with boots-on-the-ground involvement in our system, my legislative agenda is weighted in this area. I am proud to say that I was the Senate prime sponsor of legislation that created the Overdose System of Care to improve care, treatment, and survival of overdose patients in the State of Delaware. I am proud to have sponsored Senate Bill 71, which will require law enforcement agencies, the Department of Services for Children, Youth and Their Families, and the Department of Justice to report suspected animal cruelty that is discovered while performing their responsibilities in child welfare cases to the Office of Animal Welfare (OAW). Importantly, it also provides immunity to people who in good faith, report suspected animal cruelty to OAW. There is a strong link between intra-familial abuse and animal abuse. When animals in a home are abused or neglected, it is a warning sign that others in the household may not be safe. With the help of Senate Bill 71, social workers and case workers can play key roles in cross-reporting animal abuse and human violence. Far too often, our pets get caught in the middle of family disputes or used as tools of manipulation or abuse. I’m proud to be the Senate Prime Sponsor of House Bill 95, which will require Family Court to award possession and provide for the care of companion animals when dividing marital property. I am also glad to join Senator Nicole Poore in Co-Sponsoring Senate Bill 70. This bill addresses both animal welfare and domestic abuse by giving Family Court the authority to treat animal violence as a red flag in a protection from abuse case and keep pets away from abusers. Through the 110-hour course, the new officers receive specific training on spotting animal cruelty, arrest, search and seizure, rabies protocol, de-escalation techniques, armament systems and procedures, law enforcement information sharing service (LEISS), handcuffing, and pepper spray.
